Kawaljit "Tony" Singh
Chief Executive Officer
As Chief Executive Officer of Binary, Mr. Singh is responsible for driving Binary’s vision, strategy and execution. A software entrepreneur, Mr. Singh's success includes more than 20 years of technical and management experience in the IT industry. In 1997, Mr. Singh founded Quality Software Services, Inc. (“QSSI”), a healthcare-oriented services solutions group. QSSI later came to be better known for being called in to fix the ailing original Affordable Care Act website.
Mr. Singh went on to grow the company from a staffing organization to an established, multi-year project-based enterprise, engaged in the design, development, and implementation of information systems and services at the federal, state and private sector level. In mid 2012, OptumInsight, a subsidiary of the UnitedHealth Group, acquired QSSI in a multimillion-dollar deal.
Mr. Singh then turned his entrepreneurial skills to real estate development and founded the KJIMS Development Company, a company that specializes in the development of senior living communities and multi-family and luxury single-family homes, with offices in Lakewood Ranch, Naples, Sarasota and Marco Island (all in Florida), and Cleveland, Ohio.
Mr. Singh's current investment portfolio spans companies across technology, digital marketing, hospitality, biometrics and real estate development.
As Binary's president, Mr. Singh brings over 18 years’ experience guiding teams and overseeing operations in the public and private sector, with an emphasis in maximizing organic corporate growth. Mr. Singh is responsible for all Operations at Binary. Leveraging his extensive experience managing operations, growth, and performance of a business unit at CNSI, Mr. Singh directs Binary's delivery and leads the organization’s strategy to capture new business, to include opportunities in the health care domain.
Prior to joining Binary, Mr. Singh held various senior leadership positions, most recent of which was Chief Innovation Officer, at CNSI, an award-winning company headquartered in Rockville, Maryland, focused on developing and delivering a broad range of health information technology (IT) enterprise solutions, and customizable products to federal, state and local government agencies, and commercial enterprises.
Mr. Singh earned his Master’s degree in Business Administration (Systems and Finance) and a Bachelor of Science in Production and Industrial Engineering from the University of Chandigarh.
Founder and Strategic Advisor
Rose Wang, founder and Strategic Advisor of Binary Group, works in consultation with Binary's leadership team to guide the overall corporate vision and strategy for the company. Ms. Wang successfully moved Binary from its initial position as an IT and advisory services company to a solutions provider that delivers results quickly and cost-effectively for Federal customers through its unique Outcome Driven Enterprise Approach™. Aligning market needs with Binary's offerings, Ms. Wang continues to drive the company's sales within mission-critical practice areas, with a heavy emphasis on DoD markets.
Ms. Wang led Binary's business development efforts to expand business within the Army quickly, and secure new contracts with the Army and DoD CIO offices and many other Federal clients, allowing Binary to secure a reputation for delivering results quickly and cost-effectively.
Ms. Wang is a thought leader on small business issues, as well as governement procurement policies. She has been recognized numerous times throughout her career for her leadership, policy, mentor, and business accomplishments.
Ms. Wang earned her Master's degree in Computer Science from University of Houston and a Bachelor of Science and Bachelor of Arts from Beijing Polytechnic University.
General Counsel and Chief Compliance Officer
As Binary’s General Counsel and Chief Compliance Officer, Ms. Boehringer is responsible for all legal, corporate governance, compliance, and human capital initiatives for the company. She also serves as the company’s Secretary.
Ms. Boehringer brings over 20 years of private and in-house legal experience providing executive-level strategic, business-focused advise on a broad range of topics, including government contracts, labor & employment, corporate governance, acquisition integration, policy development and risk management. Ms. Boehringer has practiced law in a variety of industries.
Prior to joining Binary Group, Ms. Boehringer was a partner at Mav6, LLC, a government services company, where she served as General Counsel and VP of Human Resources. While at Mav6, Ms. Boehringer served on the leadership team that oversaw the company’s explosive revenue and personnel growth, resulting in the firm being named to the Inc. 500 annual list of America’s Fastest Growing Companies in 2011 and 2012. She also served as the company’s Secretary and Empowered Official, responsible for compliance with all federal export laws and regulations.
Before focusing on the government vertical, Ms. Boehringer provided general corporate legal advice and executive-level human resources support to a variety of consulting clients, including Mobilex USA, a national start-up mobile diagnostic company with approximately 1,000 employees. As a consultant, Ms. Boehringer partnered with clients to develop best practices in critical functional areas, business solutions and risk mitigation strategies that positioned the companies for successful growth.
Ms. Boehringer was recruited from private practice to become an inaugural member of an in-house legal department at Integrated Health Services, Inc., a Fortune 500 healthcare company. Specializing in labor and employment law, Ms. Boehringer managed all union and employment matters for the 100,000+ employee firm operating in 42 states, and regularly assisted the company’s team of regional HR Managers. She was promoted to SVP of Corporate Human Resources, responsible for all employment policy, procedures and practices, and risk management affecting a multitude of subsidiaries and three business lines, while simultaneously retaining her responsibilities as Senior Corporate Counsel.
Ms. Boehringer began her legal career as an Associate at the national firm of McGuireWoods, LLC. As a member of the litigation team, Ms. Boehringer represented management in matters concerning product liability, insurance defense, insurance coverage disputes, and traditional labor and employment practices.
Ms. Boehringer earned her law degree with honors from American University, The Washington College of Law. Before law school, Ms. Boehringer attended George Washington University, where she graduated with honors with a Bachelor’s degree in Political Science. She is an active member of the Virginia bar.
