Founder and Chief Executive Officer
Rose Wang, founder and Chief Executive Officer of Binary Group, guides the overall corporate vision and strategy for the company. Ms. Wang has successfully moved Binary from its initial position as an IT and advisory services company to an Outcome Driven firm that delivers results quickly and cost-effectively for Federal customers. Aligning market needs with Binary's offerings, Ms. Wang continues to drive the company's sales within mission-critical practice areas.
Ms. Wang has been instrumental in charting Binary's transformation strategies and developing its unique methodology - Outcome Driven Enterprise Approach™. She continually propels the company to produce better results, accelerating time to value for customers. Binary has experienced tremendous growth and success under her leadership, while delivering billions of dollars of savings and value for customers.
Ms. Wang is a highly regarded IT strategist and entrepreneur. She was a pivotal engineering team member for Lighthouse Design, a Silicon Valley startup company, leading the development of an object-oriented software analysis and design tool for the enterprise Java market. After a successful early acquisition of Lighthouse by Sun Microsystems, Ms. Wang launched an IT consulting company, Binary Consulting, securing contracts from Fortune 500 companies, including MCI, Fannie Mae and Sprint.
Ms. Wang joined the venture-backed start-up InLine Software as their Chief Architect, leading product development of enterprise software systems. At the same time, Ms. Wang founded an online women’s business community, iBizWomen.com.
In 2000, Ms. Wang refocused Binary Group, landing a major contract with Cable & Wireless. After 9/11, Ms. Wang steered the company in a new direction, bringing her commercial experience and enterprise architecture and system development success to the Federal Government. Under her direction, Binary closed its first contract with the Army, working with DynCorp Information System's Defense CFT. Ms. Wang spearheaded the initial technology solutioning team in developing software architecture for a major defense logistics system. Ms. Wang led Binary's business development efforts to expand business within the Army quickly, and secure new contracts with the Army and DoD CIO offices and many other Federal clients, due to her passion to deliver results quickly and cost-effectively.
Ms. Wang is actively involved in many organizations, speaking frequently on matters specific to technology, business growth strategies, entrepreneurship, and government contracting. Ms. Wang is a mentor for entrepreneurs and aspiring business leaders, supporting the advancement of women and minorities. Binary Group graduated from the 8(a) program and Ms. Wang currently mentors an 8(a) company as part of the DoD mentor protégé program.
Ms. Wang is a thought leader on small business issues as well as government procurement policies. As one of the 15 Council Members of the National Women's Business Council, a non-partisan federal advisory council created to serve as an independent source of advice and counsel to the President, Congress, and the SBA on economic issues of importance to women business owners, Ms. Wang actively participates in the research and policy committee advocating for fairness in small business procurement practices.
Ms. Wang is a current board member of the Association for Enterprise Information, a division of the National Defense Industrial Association (NDIA), and on the executive advisory board for Women Impacting Public Policy (WIPP). She was a past member of the board of directors for Association of Corporate Growth - National Capital Region and Women in Technology. Ms. Wang has been recognized numerous times throughout her career for her leadership, policy, mentor, and business accomplishments.
Ms. Wang earned her Master's Degree in Computer Science from University of Houston and a Bachelor of Science and Bachelor of Arts from Beijing Polytechnic University.
David P. Stephens
President and Chief Operating Officer
Mr. Stephens is responsible for strategy and execution, directing the overall sales, operations, and development of the company's solutions and service offerings to the Federal Government.
Stephens draws from two decades of leadership experience in forging key relationships, growing revenues and building value in companies from start-ups to Fortune 500s. Prior to his current position, Stephens was Chief Executive Officer of Savi Technology, where he led its growth, innovation and transformation into a global solutions company. His success at Savi led to its acquisition by Lockheed Martin in 2006. He was later appointed CEO where he increased global sales and market share while driving innovations that were adopted by the industry.
Stephens has held executive management positions in general management, business development, sales, research and development, and business operations, including senior management positions at Lucent Technologies and AT&T Corp. At Lucent Technologies as Vice-President of Business Development-Government Solutions, he successfully led all growth efforts for the newly formed business unit. During a 17-year career at AT&T, he established a reputation for success in business turnaround, innovative technology solutions and new business development while leading multiple business units.
Other positions Stephens has held include President and Chief Operating Officer of SIGCOM, Inc. and Managing Partner of The Tracey Group, a firm he co-founded that helped companies develop strategic market plans, build sales organizations and successfully conduct business with the Federal Government.
Stephens earned his MBA from the University of North Carolina at Greensboro and his BS Degree from Lenoir-Rhyne College. He has also completed the Advanced Management Program from UNC-Chapel Hill. Stephens is a thought leader in various areas such as acquisitions, market expansion, new product/solution development and implementation, and sales/sales messaging, known for repeatable and consistent results. He sits on the Advisory Board for MedLogistics, LLC.
Kelly M. Boehringer
General Counsel and Chief Compliance Officer
As Binary’s General Counsel and Chief Compliance Officer, Ms. Boehringer is responsible for all legal, corporate governance, compliance, and human capital initiatives for the company. She also serves as the company’s Secretary.
Ms. Boehringer brings over 20 years of private and in-house legal experience providing executive-level strategic, business-focused advise on a broad range of topics, including government contracts, labor & employment, corporate governance, acquisition integration, policy development and risk management. Ms. Boehringer has practiced law in a variety of industries.
Prior to joining Binary Group, Ms. Boehringer was a partner at Mav6, LLC, a government services company, where she served as General Counsel and VP of Human Resources. While at Mav6, Ms. Boehringer served on the leadership team that oversaw the company’s explosive revenue and personnel growth, resulting in the firm being named to the Inc. 500 annual list of America’s Fastest Growing Companies in 2011 and 2012. She also served as the company’s Secretary and Empowered Official, responsible for compliance with all federal export laws and regulations.
Before focusing on the government vertical, Ms. Boehringer provided general corporate legal advice and executive-level human resources support to a variety of consulting clients, including Mobilex USA, a national start-up mobile diagnostic company with approximately 1,000 employees. As a consultant, Ms. Boehringer partnered with clients to develop best practices in critical functional areas, business solutions and risk mitigation strategies that positioned the companies for successful growth.
Ms. Boehringer was recruited from private practice to become an inaugural member of an in-house legal department at Integrated Health Services, Inc., a Fortune 500 healthcare company. Specializing in labor and employment law, Ms. Boehringer managed all union and employment matters for the 100,000+ employee firm operating in 42 states, and regularly assisted the company’s team of regional HR Managers. She was promoted to SVP of Corporate Human Resources, responsible for all employment policy, procedures and practices, and risk management affecting a multitude of subsidiaries and three business lines, while simultaneously retaining her responsibilities as Senior Corporate Counsel.
Ms. Boehringer began her legal career as an Associate at the national firm of McGuireWoods, LLC. As a member of the litigation team, Ms. Boehringer represented management in matters concerning product liability, insurance defense, insurance coverage disputes, and traditional labor and employment practices.
Ms. Boehringer earned her law degree with honors from American University, The Washington College of Law. Before law school, Ms. Boehringer attended George Washington University, where she graduated with honors with a Bachelor’s degree in Political Science. She is an active member of the Virginia bar.
Vice President, Business Operations and Corporate Controller
Mr. Berlin is responsible for the business services of Binary, including accounting, finance, contracts administration, information technology, audit preparedness and compliance.
Mr. Berlin is an accomplished Accounting and Finance executive with over 10 years of strategic and tactical expertise in the Government Contracting sector. He has an exceptional track record of serving as strategic business partner between Operations and Accounting & Finance initiatives and implementing best practices in a wide range of financial activities which successfully align Accounting and Finance to Corporate requirements and objectives.
Prior to his position at Binary, Mr. Berlin was Manager within the Government Contracting Consulting Practice for SC&H Group, advising clients on all areas of government contract compliance, supporting DCAA and other cognizant agency audits, and developing cost proposals, disclosure statements, cost impact studies, Indirect Rate models and outsourced CFO services.
Previously, Mr. Berlin held the controller and director of finance position at Analytic Services Inc., responsible for the financial operations, pricing development, system implementations, audit preparedness and compliance. Before that, he audited government contractors at RSM McGladrey, a global CPA firm, and Hollrah, Bernstein & Funkhouser.
Mr. Berlin earned a Bachelor of Science in Accounting from the University of Maryland and is a Certified Public Accountant as of 2001.
Troy A. Clay
Vice President, Financial Management Practice
Troy Clay serves as Vice President for Binary Group’s Financial Management Practice. He is responsible for developing strategy for and leading the company’s financial management business efforts in delivering transformational training, services, and technology solutions to the Army and DoD.
Mr. Clay recently retired from the U.S. Army Finance Corps after a distinguished 28+ year career in the Army. He is a highly accomplished senior level professional with extensive leadership, management, and training experience in both Army and DoD finance and resource management operations and has been instrumental in much of the Army’s ongoing financial management transformation efforts.
Mr. Clay has held a variety of key leadership positions in support of financial management operations, strategic planning, project management, and training. Prior to his current position, Mr. Clay served as Commandant of the Army’s Financial Management School and Chief of the Army’s Finance Corps, where he led the school’s efforts in providing leader development education and training to Army, Sister Services, and DoD military and civilian personnel. In addition, he managed the Army financial management combat development and training development processes for doctrine, force structure, training, quality assurance, and evaluation programs.
Mr. Clay’s education credentials include a Bachelor of Science Degree in accounting from Monmouth University and a Master of Accountancy Degree from the University of South Carolina. Additionally, he holds a Master’s Degree in Strategic Studies from the U.S. Army War College.
Director, Marketing & Sales Operations
Ms. Vogel is responsible for the strategy and execution of Binary's branding, marketing and inside sales, leading the messaging, content, lead generation, web, media, and internal communication strategies for the company.
An accomplished marketing and sales strategist for over 20 years, Ms. Vogel honed her B2B and B2C skills at Fortune 500 firms, media companies, and technology start-ups. She has successfully launched products, services and companies, achieving rapid customer and revenue growth and brand recognition in highly competitive markets.
Ms Vogel has held executive management positions in marketing, sales and account management at Citicorp, Einson Freeman (now OgilvyAction, a WPP agency), eWayDirect (a digital agency), and Reed Elsevier. At Einson Freeman, Ms. Vogel led a multi-million dollar loyalty marketing program for AT&T, increasing usage and revenues for their consumer and corporate calling card business units. At Einson Freeman and eWayDirect, Ms. Vogel developed marketing and digital programs for clients, consistently improving sales, brand awareness, lead generation and database growth results.
Ms. Vogel was instrumental in the successful launch of b-there.com, a venture-backed event and housing management application provider, quickly building brand recognition and securing Fortune 500 customers in the first year of operations. At Visual Mining, she led the Account Management efforts to considerably grow revenues, improve customer retention, and increase sales through partner channels.
Ms. Vogel founded a consulting and technology firm to help clients with marketing plan development, campaign strategies, and technology deployment. Her firm launched The Women's Congress, a media company targeting women entrepreneurs and corporate professionals, becoming a leading source of education and networking for professional women in less than 12 months.
Ms. Vogel earned a Bachelor of Science degree in Marketing from Arizona State University.
Manager, Human Resources
Ms. Baker is responsible for Binary's talent management, employee relations, HR policy and compliance, compensation administration, recruiting and training programs.
Prior to Binary, Ms. Baker held senior HR management positions at Mil-tek USA Recycling & Waste Solutions, Inc., HSBC Bank, and Independence FSB, honing her broad-based skills in HR disciplines, building relationships among diverse staffs, and effective at influencing personnel to achieve key business and organizational goals. Her proven leadership skills in recruitment, retention, mentoring, professional development, talent management, change management, and staff training ensure Binary recruits, trains and places the best people with maximum skill sets for every customer engagement.
Ms. Baker applies analytical thinking and superior conflict management, communication, and problem-solving skills to execute critical tasks, advance organizational priorities, and implement HR processes and programs. Ms. Baker successfully supported HSBC Bank's regional growth by resourcing, recruiting, training, and developing new-hire on-boarding processes and leading the orientation of 150 new hires in three years. She contributed to strategic and tactical HR business partner goals by generating year-over-year revenue growth and helping HSBC penetrate a crowded marketplace. Ms. Baker led several task forces at HSBC to enhance corporate culture, increase employee engagement, and support diversity.
Ms. Baker earned a Bachelor's degree in Psychology from Howard University.
