Gene McKinney

Chief Operating Officer

Gene McKinney is Chief Operating Officer for Binary Group and is responsible for the overall management of the Binary Customer Portfolio, as well as all processes, procedures, and systems utilized in the delivery of Binary professional services. Late 2004, he joined Binary to serve as both corporate advisor on Army matters and Binary Project Manager for the Army's Governance, Acquisition and Chief Knowledge Office (GACKO). As GACKO project manager, he provided overall technical supervision and guidance and consistently delivered outstanding leadership and direction for all supporting contract personnel. Mr. McKinney was promoted to his current position in 2008.

Mr. McKinney served the Army in the distinguished position as the 10th Sergeant Major, where he focused on improving the professionalism of the NCO and Enlisted Corps. He increased training and education, pay, facilities, and opportunities for all soldiers and NCOs. Mr. McKinney was the driving force for the current Special Duty Pay for Senior Enlisted Soldiers in the capacity of advising Flag Officers. During his nearly 30 years of service, he served in every enlisted leadership position from Scout Leader to Command Sergeant Major. His assignments included one combat infantry tour in Vietnam from 1969-1970 with the 173rd Airborne Brigade, and he was an armored cavalryman for more than two decades.

Following his Army career, Mr. McKinney was a successful lecturer and motivational speaker for self-empowerment and improvement for varying groups including youth programs and government personnel. Prior to joining Binary, Mr. McKinney worked as a Program Manager at Titan Corporation where he managed activities of 40 contractors on a joint DoD program. In this capacity, he planned, managed, and executed a $4M- $7M program budget. He also managed the verification and validation of software, system configuration, and installation of software applications at military installations worldwide for the Transportation Coordination Automation for Movement Systems II.

Mr. McKinney holds a Bachelor of Science degree in Management Human Resources from Park College and a Masters of Business Administration from American Intercontinental University. He is the pending inventor of a Sheeting Goods Apparatus. Mr. McKinney remains actively involved in Army activities through his Board positions and association memberships.
