Functional Description:  This position supports Pilots, develop and institutionalize a repeatable service for developing cross-organizational federated architectures in support of capability portfolio management, strategic planning and alignment, including all governance and performance measurement components. 
 
Characteristic Duties: Working in a team environment, the candidate has responsibility for the research, design, development and management of an architecture based, cross-functional service and all supporting processes. Responsible for designing and promoting innovative, integrated enterprise architecture services to customers and potential customers. Champion and develop the architecture and engineering service offering that leverages architecture understanding to achieve business needs, and enable an organization to realize its goals.
 
Research emerging technologies, applicable industry standards, and commercial best practices for enterprise architecture services. Perform market and technology research to identify potential alternatives to address complex issues faced by the government clients. Develop strategic roadmap, governance, and implementation plan for the architecture federation service.

Skills/Requirements


Basic Qualifications (Required):
  • Project Management skills
    • Ability to communicate on business and technology level with vendors, DOD participants and sub-contractors.
  • Architecture Pilot Management skills 
    • Ability to adjust pilot architecture as lessons are learned 
    • Ability to define and contribute substantially to future architecture 
    • Ability to do hands-on evaluation and implementation of technologies, specifically ontology modeling 
    • Ability to plan, define and document service processes and performance measures 
  • 3-5 years ontology development, specifically with OWL & RDF 
  • Solid understanding of the DISA NCES and other DoD SOA initiatives and the concept of a Net-Centric environment 
  • Solid understanding and experience with semantic technologies, including: 
    • modeling 
    • natural language processing 
    • categorization and matching 
    • data integration 
    • concept based search 
    • and in particular the Revelytix products: Knoodl and MatchIT 
  • Solid understanding and experience with collaboration technologies and their application for social networking and community building, particularly Wikis and Semantic Wikis 
  • Expert Information Architect with solid understanding and experience with metadata management technologies & standards, including: 
    • Metadata Repositories and their federation 
    • Metadata transformation & adaptors 
    • UML 
    • OWL/RDF 
    • Relational 
    • XSD/XML 
    • And in particular the BEA AquaLogic Enterprise Repository (ALER) and Enterprise Elements 
  • Solid understanding and experience with data integration technologies, including: 
    • EII 
    • EAI 
    • BPM, Workflow, and Orchestration 
    • ETL and Data Warehousing 
    • Data Modeling tools 
    • Model-driven Data Integration (Not to generate code, but to model drive a run-time engine) 
  • Solid understanding and experience with Service Oriented Architecture (SOA) processes, technologies & standards, including: 
    • SOA Reference Architectures 
    • SOA Governance 
      • Design-time repositories 
      • Policy modeling, management, enforcement, and monitoring 
      • UDDI Registries 
    • Enterprise Service Bus 
    • Data Services Architecture
  • Security Clearance: Secret Security Clearance
    Able to obtain? Yes
  • Bachelors Degree (min)
  • Interface and assist field agencies in the transition to the “To-Be” architecture and develop operational and systems architecture products and artifacts as required, using DoDAF methodologies and views (AV, OVs, SVs, and TVs)
Additional Qualifications (Desired, not required):
  • Ability to train Subject Matter Experts on pilot technologies 
  • Appreciation and ability to evaluate viability and compliance with industry and government standards 
  • Excellent oral and written communication skills
  • Proven analytical and problem-solving skills
  • Must be able to self-direct
